Adds a simple /helpop command for players to send private messages to staff.
VeloHelloHelpop is a plugin to help your players message online staff for help!
Features:

Commands:
/helpop <message> - Messages online staff <message>.
/helpopreload Reloads the HelpOp configuration (likely requires admin permission).
/replyhelpop <id> <message> Replies to a specific HelpOp message using its ID.
Permissions:
helpop.use Lets players use the /helpop command.
helpop.receive Lets players see messages sent through /helpop.
helpop.bypass Lets players send helpop messages without waiting for a cooldown.
helpop.reload Lets players reload the plugin messages without restarting the server.
Installation
Simply install the plugin on your Velocity server.
