- Fixed sound issue with announcements
- Fixed permissions for announcements
Each announcement has a permission "none" now makes it public

NOTE: You need to regen all your config files. All config values have been changed.
Added 1.18 & 1.19 support
Fixed multiple announcements not working
Made it possible to change the output of /announce

Made it possible to edit all messages except debug ones for sound names etc.
All permissions are now the same on spigot and bungeecord they are no longer changeable.
