Config Add-On Auto Leave Tagging

- Adds new config option (autoTagOnLeave) that allows you to disable the new system tagging players when the "it" player leaves the game.
Important for long-term tag games.

- If a tagged player logs out, it will assign a new player
- Fixes tag starting glitch
- Auto updates config file
- Removes red name in tablist (worked on select servers only)
- Adds "scoreboard" for tagged player
- Updates opt in/out to check if your already in/out
- Opting out will remove scoreboard
- Opting in will add scoreboard
- Scoreboard will not add if logging in opted out
- When tagged player ops out a new tag is started
- Scoreboard config variable to select if using or not
- mctag optin now has a second way with mctag join
- mctag optout now has a second way with mctag leave

Database Update!
Changes in 3.2:
Removed last Sys.out line to fully eliminate the "Nagging" messages.
Removed LuckPerms as a soft dependency! LUCKPERMS IS NO LONGER USED OR NEEDED!
Added database to hold all players and their optin/optout status (playing or not)
MCTag is now usable even without a specific permissions system!
